Dear All,

Jack and Casey went to immigration court in Memphis this morning for the deportation hearing.  Liangwei    
and I attended the hearing.  Immigration Judge Burman decided that the ruling of whether Jack and Casey     
should be deported will not be made before Anna Mae's custody case is finally settled.  This is a very     
encouraging new development and this means that Jack and Casey do not need to worry about their     
immigration status before they get Anna Mae back.  Judge Burman recognized that the causes of Jack        
and Casey's overstay in the United States are solely due to the child custody case.  Several observations    
in the court hearing are listed as follow:

1. The deportation hearing should not proceed before the final settlement of Anna Mae custody case;
2. Judge Burman recognized that this case is getting more media attentions and said it is very interesting to get        
a letter from the Chinese Embassy in Washington,
3. Judge mentioned that Parrish's efforts to deport Jack and Casey so Bakers can have Anna Mae permanently
were dirty tactics and he will not allow this tactics to work in his court;
4. Judge Burman knows more about Anna Mae's case now as he said that a rich family is taking a child away
from the poor couple and his attitude was very sympathetic to the Hes family;
5. This court will again have a hearing of this case on February 12, 2003.  The purpose of that hearing is
to know the status of child custody case and Judge was asking David Siegel to submit a letter to the court
before the hearing to update him the child custody case status;
6. There are two reporters (ABC 24 News and Memphis Flyer) from the media attended the hearing and Judge
wants to know which media reporters were in the court room through a secretary.   

This is Jack and Casey's first major victory in the court so far and it is proofed that Parrish's tactics
of deporting Jack and Casey so Bakers can have Anna Mae permanently are failed.  Chinese Embassy's letter
to Judge Burman asking him to have a fair hearing helped tremendously in my opinion. Justice finally
prevailed on Hes family side today.

Again, I would like to thank all of your hard works. Without your efforts, we may never see this victory
for the He family today.
